Statement
by the People's Committee of Justice
In regard to the destruction of the American plane over Scotland 12/12/1988, the General People's Commitee of Justice has received on the 18/11/1991, through the People's Committee of Foreign Liaison and International Cooperation, the accusation issued by the Scottish magistrate which ordered the arrest of the Libyan citizens concerning the crash of "Pan American" flight no. 103 dated 21/12/1988 over Scotland.
According to the accusation of the Scottish magistrate and what the mass-media has published and in accordance to the process of the Libyan law issued on 28/11/1953 and law no. "51" issued in 1976 concerning Juridical System, we have therefore decided to take the following steps:
1) to appoint mr. Ahmed El-Taher El-Zawi, who has worked as a consultant in the high court, as a judge in order to investigate the accusations against the Libyan citizens who are mentioned above.
2) Here, the General people's Committee of Justice requests to those interested in England and United States of America including the families of victims of the above mentioned plane crash to submit all information and evidence directly to the appointed judge or through diplomatic missions and the people's Bureaus of Arab Libyan abroad.
