Dear Madam Secretary:
More than a month ago, I wrote asking for any and all material the State Department had or was aware of on purpoted assurances or other guarantees from the UN to the ruling Libyan regime on the Pan Am 103 terrorist bombing.
Since then, we have ascertained that the State Department has in its possesion material dealing with the UN and possible other promises to the Libyan regime, which is on your own state-sponsored terrorist list.
I reiterate my request for this material, in particular the UN letters to Libya and any annexes to those letters dealing with promises to the current Libyan regime on the criminal trial planned for The Hague in February 2000. In addition, we must have all the material on the US Government response, position, and any other documents dealing with our approach to the UN actions in this matter.
I continue to hope to have this matter aired and debated long before the trial begins in The Hague early next year, so as not to cloud or impede those important proceedings in any manner. It is also essential to have this material in order to help end the cynicism and public concern over UN and possibly our government's promises to Libya, which might prevent complete justice and a full accounting for this terrible and cowardly act on international terrorism, from ever being rendered. I hope that is not the case, but we need the material to know.
I look forward to a prompt reply and the delivery of the requested material to our committee. If in fact the disclosure delays are in any way related to the UN, we also need to hear so we might consider alternatives to obtaining the UN's full disclosure of all relevant material bearing on the upcoming Pan Am 103 trial and efforts to bring to justice all of those responsible for this terrorist act, whomever or wherever, they may be.
