Dangerous White House Games

 

The following is an address by MS JOAN COXSEDGE, a Victorian state parliamentarian, delivered to the Hands Off Libya public forum held in Melbourne on April 11, 1992.

 

Washington's latest onslaught against Libya would have us believe that it was behind the destruction of Pan Am 103 which crashed over Lockerbie on 21 December 1988 on its way from Frankfurt to the United States by way of London. The prosecution case is built solely on circumstantial evidence, much of it relying on forensic science, and is about as convincing as the cases in Britain against the Birmingham Six and the Guildford Four, without the confessions.

This reminds us of several earlier incidents when Libya was targeted on trumped-up charges and eventually subjected to vicious attacks by the U.S. military. The biggest furphy came out of Reagan's White House in late 1981 when we were supposed to believe that a Libyan team of assassins helped by 'East German terror experts' had entered the United States with surface-to-air missiles in order to bump off President Reagan and his top aides!!

It says a lot about the American media that this total fantasy was treated as fact and soon became known as the 'Libyan Assassination Plot', receiving wide coverage. In one month alone, U.S. networks ran more than 24 news reports about the hit teams, with variations. Viewers were told there were three, five, ten, twelve or thirteen hit men, depending on which channel you were watching. They were told the assassins had entered the country from Canada, from Mexico and then not from Mexico. The hit squads - they had multiplied - were made up of three Libyans, three Iranians, two Iranians and three Syrians. But there was general agreement among the networks that there was one Palestinian, one Lebanese and one East German! Never before had a team of would-be assassins received such advance publicity.

Naturally the non-existent hit-squads failed to materialise. And so help me, when these crazy allegations were shown to be false, the entire incident was blamed on the KGB as an attempt to destabilise the West. But during the Iran/Contragate hearings it came out that the real culprit was an Israeli agent and the CIA had known all along the story was a lie.

Before the Gulf War, blame for Lockerbie was sheeted home to Syria. But Syrian leader Assad became an ally of George Bush and was put on the list of 'good guys', creating the need for new culprits. Who else but Qadhafi?

But anyone with a grain of political nous recognizes that Lockerbie is simply the excuse Washington is looking for to commit another military offensive. Qadhafi's real crime - for which he has never been forgiven, - was nationalising Western oil after the 1969 revolution, and refusing to kneel down with sufficient subservience before the White House juggernaut.

When you delve into the current issue, you realise what a shonky case the UN is presenting. According to legal opinion, as a signatory to the UN's 1971 Montreal Convention, Libya has fulfilled its obligations by instituting criminal proceedings against the two accused. There is no obligation for Libya to extradite its two nationals to either the United States or Britain. As well, consistent with Article 14, Libya has agreed to refer the matter to the International Court of Justice.

In other words, if the dispute was above board there were avenues open for a peaceful resolution of the conflict. Unfortunately for the world, US Ambassador Pickering, the current President of the powerful UN Security Council, has been put there to carry out the aggressive policies of George Bush. He isn't the least bit interested in 'mediation', 'arbitration' or 'judicial settlement' but has violated nearly all the provisions of the Montreal Convention. This position allows him to pose as an impartial defender of International Law and conveniently ignores his CIA past, which included overseeing the death squads in El Salvador, when he was the US Ambassador to that country during a particularly bloody period of its history.

Bush's sagging popularity in an election year makes the situation even more dangerous. The lunatics that run the White House and infest the U.S. State Department are capable of anything to keep their man in power. A small war to pre-occupy and distract the electorate is quite on the cards.

It is therefore vital to speak out against this latest American-inspired outrage.
